Erdogan won the Turkish election after an unequal battle, monitors say

Turkey will continue to "liberate Syrian lands" so that refugees can return to Syria safely, President Tayyip Erdogan said in an election victory speech on Monday.

Recep Tayyip Erdogan has won Turkey's presidential election, the country's electoral board has confirmed.

Final results are still set to be published by the Supreme Election Board (YSK) later this week, but early on Monday chairman Sadi Guven declared Erdogan victor.

Erdogan had 52.5 percent, with 98 percent of the votes counted in his bid for a presidency with broadly expanded powers, according to Anadolu Agency's unofficial results.

But both these goals are in doubt in the face of an energetic campaign by the secular Republican People s Party (CHP) candidate Muharrem Ince, who has rivalled Erdogan s charisma and crowd-pulling on the campaign trail, and a strong opposition alliance in the legislative polls.

"I accept the results of the election", he told reporters.

In the parliamentary contest, the ruling AKP of Erdogan had 42.4 percent and its ally Nationalist Movement Party (MHP) won almost 11.2 percent, after 98 percent of votes were counted.

Iranian President Hassan Rouhani offered his "sincerest congratulations" to Erdogan. Erdogan has pledged to lift the state of emergency after the elections.

Opposition supporters carried bags full of ballot papers they said had not been counted, video clips circulating on social media showed.

Erdogan, whose victory was wider than predicted by many analysts, vowed to "rapidly" implement the new presidential system agreed in an April 2017 referendum.

Erdogan's victory could also add to Turkey's division with the North Atlantic Treaty Organization.

Burcu, a 29-year-old shopkeeper in Istanbul who declined to provide his last name, told ABC News he voted for Ince and is suspicious of the official results.

Putin sent Erdogan a telegram to congratulate him on the victory, the Kremlin said in a statement Monday.

Mesut Yegen, a professor with Istanbul Sehir University, said Erdogan overcame and averted all obstacles on his way to realise his goal of becoming Turkey's first executive president.

The CHP said it had recorded violations in particular in the southeastern province of Sanliurfa, although Erdogan insisted, after voting himself, there was no major problem.

The Venice Commission, which provides legal advice to the Council of Europe, warned about the changes in a report, saying they would "lead to an excessive concentration of executive power in the hands of the president and the weakening of parliamentary control of that power".

In the opposition camp, the CHP had 23 per cent and the pro-Kurdish Peoples' Democratic Party (HDP) 11 per cent - above the threshold it needs to reach to enter parliament.

The 64-year-old president, the most popular leader in recent decades, told jubilant, flag-waving supporters there would be no retreat from his drive to transform Turkey, a North Atlantic Treaty Organisation member and a candidate to join the European Union. Turkey will hold local elections in March 2019, which presents an opportunity for the opposition to reconstitute itself.

He survived a coup attempt led by a renegade army faction on July 15, 2016, leading to a crackdown on opponents that has been criticized by many in the West.

Despite 90% of the media being pro-government and largely shunning the opposition, the president's posters and flags dwarfing any challenge on the streets, the election being held under a state of emergency curtailing protests, and critical journalists and academics being jailed or forced into exile, Mr Erdogan only got half of the country behind him.

"With the presidential system, Turkey is seriously raising the bar, rising above the level of contemporary civilizations", he said. More than 110,000 government workers have also been dismissed under a state of emergency after the coup.
