Harley-Davidson To Move More Production Oversees Amid US-EU Trade Tensions

He alleged Harley-Davison's Monday announcement that it would move some more operations outside the US was long planned and that it was using Europe's new tariffs as an excuse.

Foreign leaders aren't just looking to put pressure on Trump, they have also targeted his allies.

To help you catch up with the rapidly unfolding story, here is a brief recap of what has happened.

In a regulatory filing Monday, Harley-Davidson explained the move is in response to retaliatory tariffs imposed by the European Union. "This is not good for the American economy.' And that's what's happening", Malmström told reporters, adding "there has to be consequences if you do not respect worldwide global rules".

In a series of caustic early-morning tweets Trump dismissed any notion that his policies were responsible for Harley-Davidson's move.

"On a full-year basis, the company estimates the aggregate annual impact due to the European Union tariffs to be approximately $90 to $100m".

Asked about the Harley decision, Wisconsin Governor Scott Walker addressed the issue of tariffs in general but not specifically the situation faced by the company. Republican Sen. Ben Sasse, a vocal critic of the president's previous tariffs announcements, jumped to Harley's defense after its announcement Monday. This will add about $2,200 per motorcycle shipped from the U.S.to EU.

President Trump's brewing feud with motorcycle-maker Harley-Davidson, which is moving some of its production to Europe to avoid new tariffs, has divided loyalties between bikers who love Trump and love their Harleys.

"Harley is saying 'We will go overseas if things don't change, '" said Portman. "In 2017, almost 40,000 riders bought new Harley-Davidson motorcycles in Europe, and the revenue generated from the European Union countries is second only to the United States", the company said. However, the two-wheeler manufacturer estimates the aggregate annual impact to be around $100 million (Rs 680 crore) and is left with no choice but to look at options to counter it.

Harley-Davidson says it will not raise its prices to avert "an immediate and lasting detrimental impact" on sales in Europe.

Harley said ramping up production overseas could take at least nine to 18 months. In April, Harley estimated that Trump's tariffs on imported metal would inflate its production costs by somewhere between $15 and 20 million.

He then warned: "If they move, watch, it will be the beginning of the end - they surrendered, they quit! The Aura will be gone and they will be taxed like never before!"

Then he goes on mildly threatening that should it move production overseas, Harley will not be able to sell back to the USA without paying a big tax.

How would this work? Meaning, each Harley Davidson bike is now about $2,200 more expensive to export, according to the company.

Europe is its second-largest market behind the United States. Holtz-Eakin said those tariffs hurt steel-using manufacturers - which employ many times more people than steelmakers do - hurt the economy generally and ultimately were ruled illegal by the World Trade Organization. Still, Harley has said previously that a long-term goal is to expand its worldwide business and that it faces excess capacity in the USA, where sales of the iconic American brand have declined as its core market has aged.

Harley's move is an example of what economists say will be a significant long-term problem with the tariffs and represents a black eye for Trump's arguments in favor of the measures.
