Trump's easing of coal rules could kill 1,400 people per year

Trump administration's rewrite of Clean Power Plan will be a boon to the coal industry

In a New York Times video op-ed, former coal miner Nick Mullins says the health costs should bury Trump's attempts to salvage a dying coal industry. Analysts say that Trump's efforts will be unable to reverse the trend. "And, together, we won an historic stay from the Supreme Court of the United States - stopping the so-called 'Clean Power Plan'".

The Environmental Protection Agency on Tuesday described the earlier Clean Power Plan as federal overreach. This - the plan published on Tuesday - is that something.

"The EPA's proposed replacement rule is a huge improvement over the so-called Clean Power Plan, which is nearly certainly illegal and would be incredibly costly to consumers if implemented".

The Trump Administration is dismantling the Obama-era Clean Power Plan which restricts greenhouse gas emissions from coal-fired power plants. The plan envisioned this would cut greenhouse gases from the power sector by around 32% by 2030, based on 2005 levels.

Therefore, it would require less effort to achieve the CPP targets, and the CPP's benefits would be smaller, since coal is already failing in the market by itself, before the CPP has been implemented.

The fights that have taken place over the Clean Air Act may be mirrored by legal battles over the new Affordable Clean Energy proposal.

The new plan will result in deaths.

The lie is obvious - Trump has been preying on the fears of struggling Appalachian communities for years now by pledging to save the failing coal industry, wasting time and political capital that instead should have been spent on providing an economic transition for coal-impacted communities.

A reduction in carbon dioxide emissions would go hand-in-hand with a reduction in soot and smog-forming materials from power plants.

The United States' level of Carbon dioxide emissions actually decreased in 2017, but experts fear that a weakened regulatory scheme with decentralized goals could hike up rates of pollution nationwide.

EPA's 236-page proposal is open for a public comment period, with a final rule expected later this year.

Bill Wehrum, head of the EPA's air office, told reporters that the administration rejects any suggestion the agency has a broad legal duty to combat climate change through regulation of power grids or promotion of cleaner energy. Depending on how aggressively states make efficiency standards for individual power plants, those numbers could decrease.

Trump has been a vocal supporter of the fossil fuels industry.

"The era of top down, one-size-fits-all federal mandates is over", EPA Acting Administrator Andrew Wheeler said on a conference call.

Legal challenges are likely, just as they were for the Clean Power Plan.

The bigger picture of the livability of the planet looms ominously. "Environmental regulation in many cases is one of the leading causes of the decline in emissions that we observed over the past twenty years", said Reed Walker, an associate professor at UC Berkeley who co-authored a recent study that found regulation to be a key factor in reducing emissions in the manufacturing sector, even with increasing output. The measure set emissions reduction standards on a state-by-state basis and allowed state officials to come up where their own plans to meet the federally defined goal with most states doing so by moving from coal to natural gas.

The US is the world's second largest emitter of greenhouse gas emissions and, under Trump, has vowed to step away from the Paris deal and tear up various climate-related regulations. He noted how the jet stream pushes the polluted air emitted from the coal plant smokestacks west to east, adversely affecting northeastern states.
