Trump Says Goal Of New Proposal Is To Lower Drug Prices

Polls show voters are worries about healthcare costs

With midterm elections less than two weeks away, President Donald Trump is pushing a plan to lower prices for some prescription drugs, and Friday it put his administration on a collision course with the powerful pharmaceutical industry.

"More information is needed on the Administration's proposals, but policies that impose foreign government price controls in the US health care system, reduce physician reimbursement for Part B medicines or insert middlemen between patients and their doctors could limit access to medicines and severely alter the market-based Part B program".

Currently, doctors and hospitals administering Part B drugs are reimbursed the average price of a drug plus 6 percent.

Trump also signed sweeping legislation at the White House on Wednesday tackling the opioid crisis, although some experts say it is only a first step. "These proposals are to the detriment of American patients", PhRMA President and CEO Stephen J. Ubl said.

"I think Altria will be happy to try to look like the good guy and let Juul take the heat", Desmond Jenson, a senior staff lawyer with the Public Health Law Center, told the Post.

Five months ago, Trump unveiled a blueprint to address prohibitive drug prices, and his administration has been feverishly rolling out ideas ranging from posting drug prices on television ads to changing the rebates that flow between drugmakers and industry middlemen.

Allan Coukell, senior director for health programs at Pew Charitable Trusts, said removing incentives that reward doctors for purchasing costlier drugs and bringing in a new way to control prices "makes a lot of sense".

Thursday, Trump proposed having Medicare base what it pays for some expensive drugs on the average prices in other industrialized countries, such as France and Germany, where prices are much lower.

The plan could meet resistance not only from drugmakers but from doctors, now paid a percentage of the cost of the medications they administer. The change is projected to save more than $17 billion over five years by reducing the $30 billion annual spending on these drugs, largely injectables to treat rheumatoid arthritis, cancer, eye disorders, and immune disease. Patients alone would see their out-of-pocket costs drop by $3.4 billion. However, the add-on payment would not be tied to drug prices.

Trump has repeatedly derided Waters - who refused to attend his inauguration and quickly called for his impeachment - as "low IQ". Soros' home in Katonah, N.Y., is a short drive from the home that President Bill Clinton and Hillary Clinton own in Chappaqua.

"Medicare was found to be paying the highest price for 19 out of the 27 drugs studied compared to these other countries", Azar tweeted.

While Medicare is barred from explicitly negotiating prices with drug companies, Trump's proposed changes are all created to use the collective power of the growing Medicare market to force drugmakers to bring down their prices or lose access to a potentially lucrative market. But it will be hard for the party to escape its own health-care record. In multiple midterm races, Republican incumbents have denied claims that they oppose protections for people with preexisting conditions. Republicans did not support the 2010 passage of the ACA, which enacted them, and the majority of them voted to repeal and replace Obamacare past year. He made his latest announcement just ahead of the November 6 elections, with health care high among voters' concerns. "The savings 340B provides eligible hospitals allow them to offset some of the uncompensated care costs they incur and support vital services that might otherwise be unavailable".

High drug prices have also been a source of anxiety for many Americans. The proposal won't extend into other common drugs Americans pick up at the pharmacy counter.

"This is price fixing". "It couldn't be more anti-Republican". In contrast, Part D spending on drugs has risen much more slowly. The administration expects to begin piloting that program in half of the country in late 2019 or early 2020. Azar said more plans were being developed to beat back the high cost of prescription drugs.

President Trump said his administration is taking immediate action to stop the "global freeloading" by foreign nations when it comes to the price that American patients are paying for prescription drugs. Officials said they're seeking input on how to select the areas that will take part in the new pricing system.

Trump's argument is that pharma companies use the higher prices from the United States to fund new research and development that other countries then receive, effectively benefitting from the highers costs for U.S. patients. "Tremendous, tremendous difference", Trump said.

A pharmacist fills a prescription drug order at a pharmacy in Chicago, Ill. The list includes many cancer drugs. It also says that the proposed changes would remove financial incentives for doctors to prescribe higher-priced drugs, since they would no longer be paid based on a drug's cost but instead would receive a flat fee. "Favoured nations", he said.

Earlier, the Pharmaceutical Research and Manufacturers Association (PhRMA) blasted the plan as "imposing foreign price controls".
