India Confirms Participation in Afghan Peace Talks in Moscow

The US Embassy in Moscow has sent a diplomat to observe Friday's discussions at the meeting which is being attended by representatives from Iran, China, Pakistan and other countries.

Moscow has sought a greater role in worldwide diplomacy in recent years, with efforts at settling conflicts that often give a junior role to the US.

A sustainable peace requires that all Afghans have a say in their country's future, the statement said.

He also shared the demands of Taliban for reconciliation which included establishment of environment of trust, removal of USA sanctions on Taliban, specifying a safe zone for peace talks, opening of a formal office for Taliban, worldwide community's guarantee of peace talks, and release of prisoners.

Russian Federation says the Moscow talks marked the first time that a Taliban delegation had taken part in such high-level global meeting.

The talks came while the Taliban have increased the pressure on Afghan police and troops this year, even as they have also shown a tentative willingness to hold talks with the United States.

At the end of October, Mujahid noted that the five high-level Taliban members transferred from the American prison in Guantánamo to Qatar in exchange for U.S. Army deserter, Sgt. Bowe Bergdahl will be among the group's representatives negotiating peace from Qatar.

According to Sputnik news agency, Russian Federation has sent invitations for what is called the Moscow Format talks to Afghanistan, India, Iran, Kazakhstan, Kyrgyzstan, China, Pakistan, Tajikistan, Turkmenistan, Uzbekistan, the United States and the Afghan Taliban.

Russian Federation is challenging the U.S.by hosting the Taliban at a Moscow peace conference in the latest source of friction between the two former Cold War foes.

The insurgent group fighting with Afghan forces and their US backers contests or controls half of Afghanistan, more than at any time since the Taliban was toppled in 2001 in an American-led invasion to destroy terrorist training camps run by Osama Bin Laden.

Citing anonymous Russian diplomats, AA notes, "The President of the Islamic Republic of Afghanistan, Mr. [Ashraf] Ghani, chose to send a delegation of the country's High Peace Council to the meeting".

Pakistan also supports the move and is likely to participate. The attack on an army outpost in Takhar province happened as the USA envoy, Khalilzad arrived in Afghanistan to kick off his peace tour.

He said that while all peace loving quarters must welcome peace efforts in any part of the world, the fact of the matter is that New Delhi is indulging and interested in Afghan matters only to poke its nose as it doesn't want Pakistan to have good relations with Afghanistan.

The Afghan foreign ministry has emphasised that the council does not represent the Afghan government at the meeting, however.

The meeting was supposed to take place on September 4, however, it was postponed at the last moment after the Afghan Government pulled out citing that the Taliban had "disrespected internationally-sanctioned principles and rejected the message of peace and direct negotiations".

Ghani offered in February to talk to the Taliban without pre-conditions but the insurgents, who regard his government as a foreign-controlled regime, have refused, saying they will deal only with the United States.
