Negotiators from the two sides have reached agreement on divorce terms, including a plan to resolve the key issue of the Irish border. May's government may yet see more cabinet resignations this week.

The DUP's chief whip Jeffrey Donaldson also told BBC Radio this morning that he would not fear a new national election if a vote against Mrs May's Brexit deal in parliament forces the country into another general vote.

Ministers were invited to Downing Street last night to read documents relating to the agreement before a special Cabinet meeting today.

The Daily Telegraph revealed that Attorney General Geoffrey Cox told Cabinet that Northern Ireland will be in a "different regulatory regime" under the customs backstop and subject to European Union law and institutions, something that may "cross a line" for the DUP. Britain and the European Union agree that there must be no barriers that could disrupt businesses and residents on either side of the border and undermine Northern Ireland's hard-won peace process.

Such an extension, keeping Britain under European Union governance with no say in it, would be highly unpopular with hardline supporters of Brexit. Valuable trade between Ireland and Britain is also protected for as long as the transition arrangement maintains the current UK-EU trading relationship.

Boris Johnson, pro-Brexit Conservative MP and former United Kingdom foreign secretary, said the deal is "just about as bad as it could possibly be".

Labour leader Jeremy Corbyn said his party would "look at the details" of the deal, "but from what we know of the shambolic handling of these negotiations, this is unlikely to be a good deal for the country".

If Cabinet supports the deal, it needs approval from the European Union at a summit in the next few weeks.

The pound rallied on news of a deal, rising 1.5 per cent against the dollar to $1.3038.

Johnson urged his ex-Cabinet colleagues to "chuck it out", warning that the proposals made a "nonsense of Brexit". She told the BBC: "I don't think something that trapped the United Kingdom in any arrangement against our will would be sellable to members of Parliament".

Both the United Kingdom and EU want to schedule a special summit of European leaders at the end of November to sign off the reportedly 500-page withdrawal deal and the much shorter outline declaration of their future relationship. "But we need to prepare for all options".

The biggest challenge facing May will come in the House of Commons' vote on the deal.

"No one should be surprised that we vote against it because we have warned the prime minister time and time again that we entered into an agreement with her to deliver Brexit", the DUP's Brexit spokesman Sammy Wilson told Sky News. The party is propping up May's Conservative Party, which does not have a parliamentary majority, and can provide crucial votes on issues.

The backstop is the "insurance policy" arrangement to keep trade across the border as frictionless after Brexit as it is now, if no other solution can be found as part of a wider deal with the EU.
