Boeing has sent urgent updates re-emphasize "existing procedures" since the crash, as NPR's David Schaper has reported.

The correct procedures appeared to have been followed in the Denpasar flight before the crash, it said.

From the moment Flight 610 took off just after dawn from the airport in Jakarta, the Indonesian capital, the Max 8 jet was recording errant data from one of the two angle-of-attack sensors on the nose of the plane that records the pitch at which a plane is climbing or descending.

And it does appear that some pilots knew what to do.

According to KNKT, the anti-stall system was not properly detailed in Lion Air's flight manual.

"Safety is a core value for everyone" at the company, it said. "Safety remains our top priority and is a core value for everyone at Boeing".

While officials did not lay blame or pinpoint a definitive cause of the October 29 accident, they said the budget carrier must take steps "to improve (its) safety culture".

Boeing was accused by some pilots in the United States of not properly documenting the nature of changes made to the MCAS system in the 737 MAX, an aircraft that only entered service in 2017. It is the most popular plane in Boeing history, with 453 delivered so far and 4,671 on order.

The investigators are focusing on whether faulty information from sensors led the plane's system to force the nose down.

The Lion Air crash is the world's first involving the 737 MAX jet, a fuel-efficient version of Boeing's workhorse narrow-body introduced into service globally a year ago.

Correcting the path of the plane would have required a multistep process, something that pilots and other aeronautics experts said may have been hard to remember and execute during a life-threatening emergency.

The report offered new details on persistent problems with sensors on the Lion Air jet and the airline's efforts to fix them. The crew lost control of the jet, which struck the water at 450 miles per hour, the report found.

"If you want to grow quickly, you have to hire foreigners but here we have regulations which prevent us from easily hiring them", said Jakarta-based aviation analyst Gerry Soejatman. "That's always your first priority".

This stopped when the flaps extended but began again when they were once more retracted and continued for the rest of the flight with the crew repeatedly commanding nose-up trim to counter the automatic system.

The plane's voice recorder is missing.

There was a discrepancy of 20 degrees between the angle of attack readings on the side of the pilot and that of the co-pilot. "There's some organizational issues within Lion Air".

"The flight from Denpasar to Jakarta experienced stick shaker activation during the takeoff rotation and remained active throughout the flight", the committee said. And several other pilots were able to disengage the system, turn it off and take corrective action and keep the plight - the plane from getting into any serious danger.

"All those systems failed the crew and passengers", said Moss, of AeroPacific Consulting. The pilot had handed control of the plane to the co-pilot just before the plane went into its final dive.

Nurcahyo Utomo, head of the Indonesia transportation safety committee, said it's clear the aircraft shouldn't have been permitted to leave the tarmac. Similarly, an "angle of attack" sensor used to measure airspeed over the aircraft's wings was replaced a day before. The malfunctioning sensor is key to correct operation of the MCAS, which is charged with detecting and correcting unsafe stalls. And this about every 15 seconds would repeat.

The Federal Aviation Administration reiterated the caution in Boeing's bulletin. "We will analyze any additional information as it becomes available", the company said in a statement. That accident was ultimately attributed to pilot error, but the pilot reportedly blamed factors including incorrect altitude information fed through the plane's computers.
