For U.S.-China trade talks, hopes are high, expectations low

The collapse of talks would dash hopes of a lasting truce that would remove one of the darkest clouds hanging over the world economy

US President Donald Trump said on Thursday that trade talks between US and Chinese negotiators are "going well", but no deal will be finalised until he meets Chinese President Xi Jinping "in the near future".

United States and Chinese negotiators start two days of high-level talks Wednesday aimed at settling a six-month trade war that has weakened both sides, shaken financial markets and clouded the outlook for the global economy.

Early Thursday, Trump tweeted about the discussions, saying that "meetings are going well with good intent and spirit on both sides".

This is the second round of talks since Presidents Donald Trump and Xi Jinping met in Argentina a year ago and agreed to negotiate in the hope of defusing an escalating tariff war.

"Our sense from our discussions last week in China is that China is struggling to come up with anything on the technology transfer side, and from our standpoint that's problematic", Myron Brilliant, the chamber's head of global affairs, said.

Trump said negotiators are working to complete a deal, leaving "NOTHING unresolved on the table" before the March 1 deadline to increase tariffs on Chinese goods.

"Looking for China to open their Markets not only to Financial Services, which they are now doing, but also to our Manufacturing, Farmers and other USA businesses and industries".

Both The Wall Street Journal and CNBC reported that the possible meeting could take place right after a summit between Trump and North Korean leader Kim Jong Un and just before the U.S.

Moreover, a new complication injected itself into US-China relations on the eve of the talks when the Justice Department brought criminal charges Monday against the Chinese tech giant Huawei, accusing it of stealing technology secrets and violating sanctions against Iran.

Taliban talks offer glimmer of hope for peace
NATO's combat troops left Afghanistan at the end of 2014, but thousands remain in training, support and counter-terrorism roles. Khalilzad has met with the Taliban on a number of occasions in recent months in the latest bid to end America's longest war.

During an earlier visit by Liu previous year, Trump declined to meet with Xi's close adviser, a slight that irritated Chinese authorities.

There is widespread scepticism that the two sides can reach a substantive deal by the 1 March deadline.

Liu's invitation to Trump could be the most substantial outcome of the latest round of talks in Washington, which Brilliant said had failed to make progress on several fundamental areas, including forced technology transfers and industrial subsidies.

However, his outspoken comments in previous meetings and reports that he sparred with other United States officials, caused him to be left on the sidelines of some talks.

Those doubts linger despite U.S. Treasury Secretary Steven Mnuchin expressing optimism that "significant progress" can be achieved during this week's high-level trade negotiations in Washington.

The administration has already imposed tariffs on some $250 billion in Chinese imports. We're talking about they're going to buy some corn.

US officials and some analysts say they believe its weakening economy will pressure the Chinese into making concessions.

Chinese officials deny that their policies coerce technology transfers.

Another longstanding concern with Chinese laws is the breadth and scope of the national security review, the US Chamber of Commerce, AmCham China and AmCham Shanghai said in comments submitted on the bill. "Those are separate issues", Treasury Secretary Steve Mnuchin told USA media ahead of the talks.
