European Union regulator fines Google another €1.5bn for illegal online advertising practices

Google was fined €1.494.459.000 ($1.698.064.094) or 1.29% of Google's 2018 turnover for abusing its market dominance to block rival advertising companies from displaying search ads on publisher search results pages says a European Commission statement published today.

Google allegedly abused its market dominance in the advertising sector by imposing a number of restrictive clauses in contracts with third-party websites, prohibiting publishers from placing any search adverts from competitors on their search results pages.

Investigators found that Google inserted exclusivity clauses in its contracts that barred these websites from running similarly placed ads sold by Google's rivals.

In July past year, the watchdog fined the company 4.34 billion euros for putting "illegal restrictions on Android device manufacturers and mobile network operators" to maintain dominance. And that it previously agreed-somewhat snarkily-to address the EC's concerns about Android licensing by separating the licenses for Google Play, the Google Chrome browser, and for Google Search.

In the commission's report, it says that Google pushed three major anti-competitive requirements on companies that used its search technology, of which the Guardian is one.

In 2017, Google was also ordered to pay more than £2 billion over competition breaches linked to the firm's online shopping comparison service.

Google "prevented its rivals from having a chance to innovate and to compete in the market on their merits", Vestager said.

Wednesday's fine was Google's third from the alliance in the past two years.

The AdSense For Search service - known simply as AdSense - lets Google act as a middleman between advertisers and website owners who want to make money by selling space for ads. "This is illegal under European Union antitrust rules", Vestager said, speaking in Brussels Wednesday.

With another looming penalty against AdSense, Google and the European Commission now worked out a deal to prompt EU Android users to choose their default browsers and search engines.

"This involves asking users of new and current Android devices in Europe what browser and search application they prefer to use" the company explained.

Late Tuesday, Walker said in a blog post that the company would ask its European Android users-both old and new-which browser and search apps they would like to use.

It is the third massive fine Google has suffered at the hands of the Commission. Regulators recently have started scrutinizing Google's handling of local search results, following a complaint brought by Yelp past year.
